I recently posted that unemployment in the city is .5% higher than the county as a whole. Since Wilmington has about half of the population of the entire county, that means unemployment in the unincorporated areas and beach towns must be a full percentage point lower than in Wilmington, 9.5%. Otherwise, we wouldn't get an average of 10% for the county.
There has to be a cause for it: high tax burden, not many services delivered, zoning code, slow permitting, etc., etc.
