More Downtown Zoning Madness

First, it was that at least 51% of your first floor had to be glass.  Now it's this.

This is from the Facebook profile of a friend of mine who works downtown:
[A]ny downtown businesses get a visit from a code enforcement officer today saying that they couldn't use more than 10% of their window space for advertisements?
Yup, apparently, and this is confirmed by other posts on his Facebook, our zoning board has decided that 10% is the arbitrary "right" number. Why?  Does it make sense to paint with such a broad brush?  Is it not logical and natural for a downtown music venue to have up more posters advertising bands than other places may find necessary? Are we trying to turn every business into the same thing?
