People Just Weren't "Aware" of WAVE, See?

StarNews:
All WAVE Transit buses will be free Saturday, part of a campaign to raise awareness of public transportation
Yes, because it's very easy to not be aware of giant buses driving around town empty.

In the next part of the article:

WAVE has also partnered with the Wilmington Sharks so that people can take a bus to the baseball game.

Here’s how it works: Drivers are encouraged to park at Independence Mall in the lot by Wachovia Bank on Oleander Drive beginning at 5:30 p.m., when buses begin running to Legion Stadium.

Anyone who takes the bus to the game will receive free admission. Buses will run until 10 p.m., or until the game is over and all fans have returned to their vehicles.
How much to you want to bet that this "free" service is actually costing WAVE something, and the citizens as a result?
