Does the Police Department Need $315k to Know Where a Shot Has Been Fired?

I don't really know what this program does, and there's not a lot of info in the supplemental material, but it seems like a lot of money.

City Council:

Attached is a resolution authorizing Purchase Order number 116723 to ShotSpotter, Inc. of Mountain View, CA for Gunshot Location Services.

ShotSpotter, Inc. will provide the Wilmington Police Department with warnings and alerts of gunshot firings in a designated three square mile area of the City. These services shall include all software and equipment necessary to obtain and transmit this data to the appropriate Police Department employees.
