How Much Do Wilmington and New Hanover Co. Spend on "Economic and Physical Development Agencies?"

New Hanover "Recommended Budget" (pg. 35):

Plus, there's something on there for "New Hanover Community Action, Inc." which costs $250k.

So, not including donations that the county makes to things like the Red Cross and Good Shepherd, the county is spending about $750k on "Economic and Physical Development Agencies" (that includes the New Hanover Community Action, Inc.)

Wilmington is spending about $300k on "Economic and Physical Development Agencies," such as Wilmington Downtown, Inc. and Wilmington Industrial Development.  There are also a couple hundred thousand dollars more to places like the Cameron Art Museum and Thalian Hall.

Wilmington Budget, 2010 - 2011, General Government (pg. 32 - 33):

I used to think, "Well, it's appropriate that Wilmington have some form of marketing," but if you look in the same list under sundries, you'll also see that the city spent $15k on marketing and $20k on advertising.

So, if we're already contracting for marketing and advertising, what are we doing spending about $1M a year on these "Economic and Physical Development Agencies" between the city and county?

It seems like a waste.
