Historic Foundation to Condemn Buildings?

There are a lot of things in this story that bring questions to my mind, but here is one key piece.

George Edwards, Executive Director of the Historic Wilmington Foundation, said it would actually give the city and the foundation more authority to step in before a property becomes dilapidated.
